Problem With Party Invite

Hello comunity i'm experiencing a strange problem with my server 

so the  problem is that i can't send group invitation to anyone and the problem is i don't know why
what i mean with the group invitation 

if person 1 send invitation to person 2 the person 2 does not receive an invitation to join its nothing happens 
if person 2 send the invitation its the same nothings happen so they can not create groups !

the problem its that its not server problem maybe the button its disable or from ilumina interface cause this problem
